His name is Ashok Khemka. IIT Kharagpur. PhD from TIFR. IAS 1991 batch. In 2012 he was Director General of Land Consolidation in Haryana. He found a land deal where Robert Vadra’s company bought 3.5 acres in Gurugram for Rs 7.5 crore and sold it to DLF for Rs 58 crore within weeks. 700 percent profit. No physical development. Fraudulent mutation approvals. He cancelled the deal and declared it illegal. Within 10 days he was transferred. That was transfer number 1 of 57. 57 transfers in 34 years. One every 6 months. Every time he exposed corruption in a new department he was moved to a less significant one. Archives. Archaeology. Printing and Stationery. His batchmates became Secretaries to the Government of India. He was sent to manage old records. He posted on X after his 53rd transfer. The reward for honesty is humiliation. He retired in April 2025 as Additional Chief Secretary. He never became Chief Secretary. No medal. No recognition. Just 57 punishments for doing his job.

The minor, who belonged to the nomadic Bakerwal community, had gone out to graze cattle as part of her daily routine when the incident occurred. Her family has levelled serious allegations, maintaining that this is not a case of suicide but one of brutal sexual assault and murder. If these claims are substantiated, it points to an act of extreme brutality that demands unequivocal condemnation and urgent, decisive action. The girl had stepped out for routine grazing when this deeply disturbing sequence of events unfolded. The family alleges that she was subjected to heinous violence and later killed by hanging. The incident is both chilling and deeply distressing. Such brutality against a minor is not only a heinous crime, but also a grave assault on our collective conscience and the very values that bind us as a society. The family continues to await the medical report, which remains crucial in establishing the truth and determining the precise circumstances surrounding her death. There is an urgent need for a time-bound, impartial, and transparent investigation to ensure accountability at every level. The medical and forensic examination reports must be expedited and made available without any further delay, so that the truth is established clearly and beyond doubt. We request HCM @OmarAbdullah Sb. to personally take cognizance of the matter and ensure that the investigation is conducted in a fair, swift, and transparent manner.
