Sherrill Said: “If we do nothing, our entire $7.2-billion surplus will be gone in less than two years – and we’ll be another $750 million in the hole.” What Her Budget Actually Does: To help cover the deficit, the proposal spends $1.9 billion from the surplus, reducing it from roughly $7.3 billion to $5.4 billion.
