Matthew Quinn is the 24th Deputy Director of the Secret Service.

The shooting happened on the level above the ballroom where the White House Correspondents Association dinner was. I don't think people hearing about this -- or even those of us in the room -- realized how far from the president, VP and other guests this incident was. It was on another floor, up some stairs and several sets of security away. Because the Washington Hilton's hotel and other public spaces were open for other functions, the entire building wasn't secured by the Secret Service, just the specific areas where the WHCA dinner was held, law enforcement officials told @CBSNews.

NEW: Matthew Quinn, Deputy Director of US Secret Service, testifies about the impact a DHS shutdown would have on his 8,000 personnel. "The next day, everyone will show up, we will continue to protect and serve, there would be no visible difference, there's no pause button on our mission, paychecks may stop but work will continue, but morale will fade as the bills come in." Quinn went on to say that a DHS shutdown would halt the reforms the agency is trying to make in the aftermath of the attempted assassination of President Trump in PA & will undermine their momentum. "We will feel the ripple effects...delayed contracts, diminished hiring, our efforts to train and deploy the best." Says they are trying to plan for high profile security events this year and the 2028 Olympics. "Our difficult mission becomes exponentially harder during a government shutdown."
