The man is William McNeil Jr. In a Feb 2025 Jacksonville, FL traffic stop, he refused 12+ commands to exit his locked vehicle. Officers broke the window after warnings, punched him to gain compliance, and removed him. He was arrested for resisting without violence + suspended license; pleaded guilty. Injuries: chipped tooth, concussion. Officer D. Bowers was cleared of criminal charges (force ruled lawful per bodycam). Reprimanded for not reporting the punch in his report but reinstated.
