Historical record shows gradual voter realignment after 1964 Civil Rights Act (House: 80% GOP yes vs 61% Dem; Senate: 82% GOP vs 69% Dem). Southern Dem opposition was strong; LBJ noted losing the South. Nixon's 1968 "law and order" and states' rights appeals (Southern Strategy) drew conservative Southern whites to GOP over decades. Only 1 of 21 anti-CRA Southern Dem senators switched parties. Black voters had already shifted to Dems by '64. Coalitions sorted ideologically by region and issues—not a flip.
