Hint: the person who “controls” clinical frameworks is exercising legal authority and acting within a legal framework (e.g., with things like birth certification, which is a legal process, as well as clinical practice, which has a legally defined scope and is held to various legal standards). That person is exercising direct or delegated authority to perform actions within legally defined entities. And so on. The legal system is always there, in the background, waiting to tell rogue doctors who is really in control. (And if Gemini tells you that “control” is only legally relevant for liability determination and you nonetheless credit and deploy that explanation, I have a bridge to sell you.)

Replacing missing hormones is treating the biological mechanism of a DSD, even if the syndrome itself remains. Managing symptoms is treating effects. Medicine routinely does both.
