There were checkpoints and security measures at the hotel, outside the ballroom. The deranged assassin was a guest at the hotel, and reportedly assembled the weapon in a room off to the side, where bar carts were parked. He'd apparently stashed the weapon in that outside room earlier.

the shooter did not drone or bomb the white house, he walked in with a gun because some genius decided there shouldn't be metal detectors and pat downs, or other basic measures.
