If they are using the roads then yes they should be bound by road laws, just like all motorists are obliged to follow these rules! And they should be held accountable for breaking any road laws as well just like motorists are. Bicycle or not. If people want to use bikes and electric scooters on the road then that's fine I don't have a problem with that, but they should be made to take a road proficiency test specially for cycles and electric scooters and have insurance to be allowed to cycle on the road with other road users. No lights on a bike should be treated the same as no lights on a car! It's just as unsafe for a bike to not have lights as it is for a car when being on a road. I've have seen multiple cases where bikes and electric scooters have scratched cars with their handle bars or break levers passing by them to close, but they have no insurance to pay for the damage and the motorist has to pay out of their own pocket to repair the damage which isn't right!
