No, Islam does not allow hitting women. The verse talks about disobedient, promiscuous women who are destroying their home and marriage; the hitting is a last resort. The word “daraba” in Arabic does not mean you are allowed to go MMA-style on her, but rather in a way that causes no harm, abuse or even a mark. The Prophet Muhammad, may peace be upon him, explained this verse in hadith.
