My observation. By bringing Delimitation now, Modi / BJP is trying to show they care about South states hence trying to give 50% proportionate increase. Now without opposition support, Bill wont pass. So now after 2027, seat will be redrawn basis on latest census where south states would lose big number of seats, then Modi will be like, I had bought the bill in 2026, You all didn't support, now suffer.....

Nobody will ever know if he was actually carrying a different version of the 131st, with the clause inserted. Yet, the opposition had no answer to his challenge, and this is what will go on record, what history will remember. Single-biggest narrative against delimitation busted.

🚨Why couldn't 50% proportion increase be inserted in the 131st amendment bill? Doing that would have required amending Article 81, and that would have meant that we 'constitutionally' discard the 'one person, one vote, one value' principle permanently. In practice, the two freezes of 1976 (42nd) and 2001 (84th) already killed that principle, at least until the census of 2026. However, inserting 50% proportion increase would mean that it would become the new constitutional reality, and that the southern states would FOREVER be over-represented at the cost of other zones (north, to begin with). At some point, we have to tackle the elephant of underrepresentation and overrepresentation, but that point isn't right now. That we can safely assume. We may have to wait for another decade before birth rates stabilise across states, and we attain a population equilibrium. The Modi Government wants increased representation and to improve the ratio between an MP and the population they represent. They are not bothering themselves with equity in the voting process. That's what Amit Shah explained in the Lok Sabha last evening. Truth be told, the southern states were getting a good deal, because once the freeze ends, the current version of Articles 81, 82, and 170 will enable redistribution of the LS seats purely and purely on a population basis. The 50% proportion increase was a good solution to all this, but the regional parties are terribly shortsighted in this country, even when it comes to their own gains. Bottomline: You can't have 50% proportion increase in the 131st, so you take the word for what it is (think of the political calculus at risk for all parties). However, now, you are setting the ground for a population-based redistribition. Which brings me to my final point. What if the regional parties of the south have missed a trick, and what if this clears the ground for the delimitation to go back to the way it was done in the 1950s, 1960s, and 1970s? BJP may have given the DMK or TMC a full toss, but it looks like the regional parties have engineered a mishit. With time, the catch will reveal itself.

It recognised that states which have performed well on key development indicators should not be penalised in the democratic structure.
