And even if he finds another legal path, that doesn’t prove the policy works. The real question is whether we are better off. So far we’ve seen higher prices and market volatility.

He's since transitioned the Tariffs under the correct law. They weren't illegal, it's a part of Presidential policy. Tariffs DO have a long history of success so he's gambling on that.
