"Drop frame(s)" are like weekends, a single frame stagnating once every few seconds/etc.. This means, on average, the rate is a fractional number.

Real audio isn't a perfect sine wave, so pitch apps always show tiny variances like that 0.43 Hz drift from 400 Hz due to noise, harmonics, or FFT limits. The 360 Hz is likely just a secondary peak it picked up. Happy to break down more if you want.
