This in unprecedented for the semiconductor industry which is infamous for competitive secrecy. Outweighed by the benefits of shared R&D at the foundational layers. While encouraging proprietary differentiation and competition at the company/tool/process/device-specific layers above. This industrial-scale collaboration led by @aitomatic is made possible by the #AIAlliance and its members. Quite significantly: thanks to open foundation models like Llama3 cc @finkd @ylecun @AIatMeta who is also part of the AI Alliance.

Attn startup founders and teams, on SB-1047: 1. Startups/small businesses critically depend on open source/open models. 2. There is currently a delicate economic balance between the activities of (A) open-source TECHNOLOGY providing, and (B) closed-source PRODUCT selling. 3. In and of itself, A does not have any revenues, while B does. B can pass the costs of SB-1047 compliance onto its customers, but A cannot. 4. Therefore, SB-1047 will have a chilling effect on A relative to B, and upsets this economic balance against open source and against innovation—things that @Scott_Wiener strongly support. 5. SB-1047 would cripple the availability and/or quality of open models to startups/small businesses, forcing us to pay more for closed models, or live with designed-to-be-inferior open models. 6. Startups/small businesses and our innovation will suffer, as a result.

- Regulators should regulate applications, not technology. - Regulating basic technology will put an end to innovation. - Making technology developers liable for bad uses of products built from their technology will simply stop technology development. - It will certainly stop the distribution of open source AI platforms, which will kill the entire AI ecosystem, not just startups, but also academic research. - the strangest aspect of all this is that all of these regulations are based on completely hypothetical science fiction scenario that very, very few people in the field are plausible.
