If approved, the proposed amendment to Senate Bill 27 puts forward the essential framework to complete this agreement, contingent upon site due diligence proceeding smoothly. The State of Indiana moves at the speed of business, and we’ve demonstrated that through our quick coordination between state agencies, local government, and the legislature to set the stage for a huge win for all Hoosiers. The devil magic has finally run out

According to the article - the Northwest Stadium Authority would issue bonds to buy the land and finance construction of the stadium - with the option that the Bears can eventually buy the stadium when the debt is paid off. A huge difference from the Arlington Heights proposal - where the team has vowed to pay for the stadium itself.

The Bears want to get rid of this scene, and host games in a dome, so they can sell PSLs and have more luxury suites and own surrounding real estate. Seems suboptimal for everyone but the owners.
