PC has way more bases, and people overall. Night and day difference in console vs PC. Look up what system this game as made for. Why would they update it for console, when it's primarily a PC game?

Senate Republicans have included $1B in Secret Service funding in their reconciliation bill to support security enhancements for the White House Ballroom — both above and below ground. The money CANNOT be used for “non-security elements” of the project. Jacqui Heinrich: “The White House has defended this project many times, saying it is funded by donations, not taxpayer dollars. But a White House statement now says that Congress recognizes the need for the ballroom after recent attempts on the president’s life.” 
“They also reportedly argue that the legislation would authorize the entire project after construction was halted when a judge cited lack of congressional approval.”
