2 years ago today, Bryan, the highest paid city employee in Little Rock as the Executive Director of the Little Rock Airport (where he earned an annual salary of more than $260,000), woke up to the sounds of someone breaking into his house. He armed himself and went to see what was going on, ultimately firing on the intruders who had broken into his home. Seconds after hearing the break-in, he was shot in the head. It was Federal Agents who had entered his home. There was no arrest warrant, though he was under investigation… Bryan had no reason to believe that he was under investigation for violating the law. He never received a letter of inquiry, audit, a personal visit, or a request for information from the ATF, nor did he ever receive a target or subject letter from the DOJ notifying him that he was under investigation. His widow is suing for wrongful death, and the case is ongoing. As of December 2025, the Government lawyers are asking the judge to dismiss the case entirely, both the claims against the United States under the Federal Tort Claims Act and the claims against individual agents using what’s known as the Bivens doctrine, a rare path allowing lawsuits against federal officers personally.
