It is unfathomable to me that any legislator would refuse to sign onto something like this, especially the Republicans in Congress who constantly preach their patriotic values whenever they have the pulpit. This is something that should have 100% support. They passed a FIFA World Cup commemorative coin with no problem. There is no excuse for this holdup.

"Bicycling is a fringe form of transportation most commonly associated with juveniles" This fact has upset the fetish bicyclists. However, a look at the numbers proves that empirically that the bicycle participation rate of children is 2x that of adults. In fact, there's no segment of the population where bicycling participation supersedes the 53% participation rate of those ages 3-17.
