After each goalkeeper injury stoppage, the keeper doesn't have to leave the pitch. So I would bring in a new role where the team captain has to leave the field for 60 seconds. That would stop fake goalkeeper injuries immediately.

@TonyIncenzo I think the best way to deal with it, would be to not allow players to go over for a team talk from the gaffer, should the keeper go down, for a tactic change.
Any player doing so, should be cautioned with a yellow card
