LLMs have not been around for decades, neural networks have been. I did graduate research on neural nets in '91. 2 things happened that were key to the development of LLMs:
1) applying GPUs as the compute engine for neural nets. That started in the mid '00s, iirc.
2) google's, 2017 paper "Attention..." which defined the transformer architecture of LLMs
