As I've stated, it's dependent on the cost, which we are not aware of yet. There are a lot of questions with the arm as well; he's not proven to be consistent.
Can the Cubs Pitching infrastructure get the best out of him? We will see. Possible, but the proven arms are the key.

But the risk is factored into the cost. You are knowingly taking a risk. Or else it would cost all of Ballesteros, Caissie, Wiggins, etc (probably leading with Shaw in such a deal too) for a more proven/reliable arm.
