After deep thinking on this issue, I have come to the conclusion that those who believe that dogs are harmless and need to be in the community should adopt them and provide shelter in their homes and should be answerable to any aggressive behavior by them. They can't just demand that dogs can freely roam and make public spaces unsafe (for those who are threatened by them) but take no responsibility for either the dogs or their actions.
