Our partnership with the Global Centre on Adaptation (GCA) continues to strengthen Kenya and Africa’s climate action. The collaboration gives priority to resilient infrastructure, agriculture and water management. With the Africa headquarters of the organisation being established in Nairobi, the GCA will continue playing a key role in unlocking finance for climate adaptation, especially through the Africa Adaptation Acceleration Programme. The programme is building resilience and confronting the harsh realities of climate change with practical and lasting solutions. La défense des droits humains est une exigence universelle. Mais, elle ne saurait s’accommoder ni de complaisance, ni, a fortiori, de connivences partisanes. Dès lors, prétendre désigner l’ancien Président de la République, Monsieur Macky Sall, comme « coupable » de crimes politiques, sans la moindre forme de procès, relève d’une posture en totale contradiction avec la probité qu’implique l’engagement pour les droits humains. Les enjeux liés à une éventuelle accession d’un ancien Président sénégalais à la tête de l’Organisation des Nations unies devraient, au contraire, stimuler le patriotisme de chaque citoyen et encourager l’apaisement des tensions politiques fratricides. Ces querelles internes nuisent gravement à l’image du Sénégal et entament son crédit sur la scène internationale. Il est indéniable qu’une candidature du Président Macky Sall au poste de Secrétaire général de l’ONU constituerait une opportunité historique. Elle renforcerait la visibilité du Sénégal, offrirait à l’Afrique une voix plus influente dans les grandes décisions mondiales et consacrerait davantage l’ancrage de notre continent dans la gouvernance internationale. Il serait, dès lors, impardonnable que le successeur du Président Macky Sall accorde du crédit à certaines voix qui, manifestement, œuvrent à fragiliser les intérêts stratégiques du Sénégal et de l’Afrique. Une telle posture constituerait une erreur présidentielle aux conséquences historiques.

At the Special Africa Leaders’ Meeting on Climate Adaptation, H.E. Ambassador @SMHaderaAbera, State Minister for Foreign Affairs of Ethiopia, on behalf of H.E. Prime Minister @AbiyAhmedAli, highlighted the need for concrete measures and changes to bridge the significant financial gap required to achieve climate adaptation goals across Africa. Ethiopia reaffirmed its support for the successful implementation of the second phase of the #AAAP and called for enhanced and innovative climate financing mechanisms to further advance adaptation efforts on the continent. We thank Ethiopia for its leadership in positioning Africa as a key player in global climate action, notably through ACS2, where #AAAP2.0 was called for by H.E. President Ruto. GCA looks forward to Ethiopia hosting COP32, marking an African COP on the global stage.

He thanked the @AfDB_Group, @_AfricanUnion and key partners for their commitment and called for renewed support to drive #AAAP2.0, mobilize private finance, and ensure vulnerable communities remain at the center of action. "AAAP still needs the millions in order to shape the billions, so that we can shift the trillions. Today, therefore, marks a litmus test for the continent and our trusted partners: whether together we can act to unleash Africa’s adaptation markets.”

At the Special Africa Leaders’ Meeting on Climate Adaptation convened by H.E. President @WilliamsRuto, Mr. @OThonke, Deputy Minister and Climate Ambassador of Denmark, reaffirmed Denmark’s strong support for the AAAP. @DanishMFA He noted that #AAAP Phase 1 has delivered tangible results and confirmed Denmark as one of the first partners to support #AAAP2.0. Mr. Thonke also called on other AAAP funding partners to join Denmark in backing the next phase, underscoring the importance of sustaining momentum to scale adaptation finance and embed climate adaptation within Africa’s broader economic development agenda.

We are grateful to @_AfricanUnion Chairperson @ymahmoudali for his leadership and for reminding the world that Africa brings real solutions, from youth innovation to climate-smart agriculture and resilient infrastructure. As he stressed, “the launch of #AAAP2.0 (2026–2030) must unlock large-scale adaptation finance, private investment, integrate resilience into development planning, & center people, especially women and youth.” That is the path to turning commitment into implementation.

This evening, the Chairperson of the AU Commission, H.E. @ymahmoudali delivered a statement at the virtual meeting of the Africa Adaptation & Development Emergency Leaders’ Meeting, chaired by H.E. President @WilliamsRuto & attended by Heads of State and Government from Africa, partner countries, leaders of international financial institutions, & strategic partners. Chairperson Youssouf underscored that “Africa is on the frontlines of a #climate crisis it did not create.” He noted that droughts, floods, & rising temperatures are eroding lives, economies, & ecosystems, while shrinking climate finance threatens decades of hard-won development gains. “This is not only a climate emergency,” he emphasised. “It is a development, justice, & security emergency.” Looking beyond #COP30, one truth is clear: the world cannot meet its climate goals without Africa, & Africa cannot unlock its full potential without predictable & equitable adaptation finance at scale, he added. H.E. Mr. Youssouf further noted that Africa brings solutions: youth-led innovation, climate-smart agriculture, renewable energy, resilient infrastructure, & nature-based solutions. With the right finance and technology, Africa can lead global green growth, he said. Africa is stepping into its next phase of climate resilience. Leaders are aligning adaptation, development, and macro-economic stability to unlock resilient growth across the continent. At the centre of this effort is the Africa Adaptation Acceleration Programme (AAAP), the continent’s flagship platform to scale up climate adaptation while supporting jobs, food security, and public health. The programme is powered by a strong partnership between the African Union Commission, Africa Development Bank, and the Global Centre on Adaptation, bringing political leadership, finance and technical expertise together to accelerate adaptation at scale. This partnership is helping align adaptation investment with development finance at a time of tightening fiscal space and rising climate risks. Convened a virtual Special Africa Leaders’ Meeting on Climate Adaptation for Heads of State and other partners, reaffirming our shared priorities to mobilise concrete partnerships and scale up resilient financing across Africa. Among those who joined the meeting were Presidents Hakainde Hichilema (Zambia) and Mohammed Al-Menfi (Libya), African Union Commission Chairperson Mahmoud Ali Youssouf, and former President of Senegal Macky Sall, who is also the chair of the Global Centre on Adaptation Supervisory Board. Countries represented at the ministerial level included Ghana, Norway, Mauritius and France, among others.

African leaders and partners unite to turn resilience into growth with #AAAP2.0. Hosted by H.E. President @WilliamsRuto, President of the Republic of Kenya and Chair of CAHOSCC, the Special Africa Leaders’ Meeting on Climate Adaptation reaffirmed that adaptation is central to Africa’s development and growth. African leaders, partner governments, and regional and international institutions recommitted to the Africa Adaptation Acceleration Program (#AAAP) and its next phase, AAAP 2.0 (2026–2030). Priorities are clear: strengthen institutions, mobilise private finance, unlock resilient markets, and embed adaptation into national development planning. With African leadership and global partnership, AAAP 2.0 will scale solutions that protect livelihoods, strengthen economies, and make resilience a driver of growth across the continent. We were honored to be joined by H.E. President @HHichilema of Zambia; H.E. Africa’s climate adaptation agenda is increasingly being positioned as a core economic and development priority. The Africa Adaptation Acceleration Program (AAAP 2.0) reflects this shift by embedding resilience within broader objectives of growth, macroeconomic stability, and long-term development. The programme focuses on scaling practical solutions that safeguard livelihoods, strengthen food systems, and reduce systemic economic vulnerability to climate shocks. The effectiveness of this approach rests on a coordinated institutional architecture. AAAP is jointly advanced by the African Union Commission, the African Development Bank, and the Global Center on Adaptation, combining political leadership, development finance, and technical expertise to deliver adaptation at scale and crowd in investment. Political momentum for this agenda was reinforced at the Special Africa Leaders’ Meeting on Climate Adaptation, hosted by His Excellency President @WilliamsRuto at State House, Nairobi, this afternoon. The meeting reinforced a shared commitment to translating adaptation priorities into concrete partnerships and expanding resilient financing mechanisms across the continent. The hybrid convening brought together African heads of state, multilateral institutions, and international partners, including the President Hakainde Hichilema of Zambia and President Mohamed Al-Menfi of Libya. Others in attendance were the Chairperson of the African Union Commission, Mahamoud Ali Youssouf; President and CEO of the Global Center on Adaptation Prof Patrick V. Verkooijen; Vice-President of the African Development Bank Ms. Nnenna Nwabufo, and ministerial-level representatives from France, Denmark, and Norway, alongside development partners and subnational leaders. Leaders reflected on the progress of AAAP 1.0, noting its role in establishing a credible continental platform for adaptation delivery. AAAP 2.0 was positioned as the next phase of African-led, globally supported action, aimed at mobilising public and private capital, strengthening macroeconomic resilience, and anchoring adaptation as a driver of sustainable growth.
