Sample gone! This violates HAVA. Using Red Ink changes the original from paper to image, if the "drop-out red" feature is enabled. The "adjudication" uses only the image of the ballot. All tests, samples, and proof are written on the ballot with RED INK. The Maricopa setting of "drop out red" removes these words from the Ballot IMAGES. Adjudicators do not know if this is a ballot image of an official ballot or a test, proof, or sample ballot. But the system reads AND accepts votes on all ballot types. The County should just write "SAMPLE BALLOT" in black ink.
