Hon’ble Union Education Minister Thiru @dpradhanbjp You have characterised Hon'ble Chief Minister of Tamilnadu Thiru M.K. Stalin’s concerns as a “tired narrative,” while also speaking of raising India’s children into multilingual global leaders. With due respect, I would like to place the following questions on record, drawing from Parliament’s own proceedings, as a Member of Parliament and a member of the Parliamentary Standing Committee on Education. 1. On the question of equal treatment of Indian languages: The Education Ministry confirmed in the Lok Sabha that Kendriya Vidyalayas in Tamil Nadu have no sanctioned posts for Tamil language teachers. At the same time, these institutions employ 86 permanent Hindi faculty and 65 permanent Sanskrit faculty within the State. Tamil is offered only when 15 students opt for it, through 24 part-time contractual instructors. In this context, I would request clarity on when Tamil will be accorded sanctioned, permanent teaching positions in Central schools. 2. On the question of who bears the burden of multilingualism: Under the three-language framework, a student in Uttar Pradesh studies Hindi, English, and Sanskrit, while a student in Tamil Nadu studies Tamil, English, and Hindi, thereby learning an additional language from Class 6 onwards. While the policy appears uniform, its application is not. I would therefore seek clarification on whether there is any provision requiring students in Hindi-speaking states to learn Tamil, Telugu, Kannada, or Malayalam. In the absence of such a provision, concerns of asymmetry naturally arise. 3. On the question of Samagra Shiksha funds: The Parliamentary Standing Committee on Education, Women, Children, Youth and Sports, in its 363rd report (March 2025), observed that SSA cannot be bypassed by NEP, and that withholding funds from states that have not signed PM SHRI MoUs is “not factual or justified.” In fact, the Parliamentary Committee also noted that the Samagra Shiksha Abhiyan predates PM SHRI and was in fact meant to implement the Right to Education Act and enforce the constitutional vision of education as a fundamental right. The Committee held that SSA is a scheme that enforces the fundamental rights-based RTE and cannot be bypassed by the NEP which was an executive policy statement. Tamil Nadu was allocated Rs. 3,586 crore under SSA for FY 2024–25 and Rs 2734 crores in FY 2025-26. Ofcourse both of these installments by the Union have been held back. The Union Government’s failure to release the funds is a perversion of the Constitution and the Right to Education Act. I would request an explanation from the Ministry in light of the Committee’s findings. 4. On the question of educational outcomes: The same Committee noted that Tamil Nadu, Kerala, and West Bengal have Gross Enrolment Ratios above the national average, and have had to rely on their own resources to meet expenditures including teacher salaries. Why are we being punished for doing well? This raises important questions on ensuring continuity and equity in funding support. 5. On the question of infrastructure and implementation: A Rajya Sabha reply dated July 23, 2025 indicates 7,765 teaching posts vacant in Kendriya Vidyalayas across India, with Tamil Nadu among the states with significant vacancies. At the same time, a third language is proposed from Class 6 starting 2026–27. This raises important questions on teacher recruitment, budgetary support, and implementation. 6. On the question of federalism: Education is in the Concurrent List. While national frameworks are important, financial allocations tied to statutory entitlements must be administered in a manner consistent with cooperative federalism. Hon’ble Minister, The SSA money belongs to the children of Tamil Nadu and their future. I request that it be released at the earliest, in accordance with established norms and the Committee’s recommendations. #StopHindiImposition @mkstalin @arivalayam

The National Education Policy 2020 is, in fact, a manifesto for linguistic liberation. It prioritises the mother tongue so every Tamil child can excel in their own glorious language. By misrepresenting a flexible policy as “compulsory Hindi”, you are not defending Tamil; you are creating barriers that deny our youth the opportunity to become multilingual global leaders. Portraying multilingualism as a threat is misplaced. Tamil is not weakened by the learning of additional languages; it is enriched when its speakers are multilingual, confident and linguistically empowered. NEP upholds constitutional principles by promoting all languages equally and also addresses the limitations of the existing two-language system. It further focuses on implementation through initiatives such as Samagra Shiksha, teacher training, and strengthening institutions, like DIETs, along with national frameworks, such as NPST and NMM. Your questions on “reciprocity” ignore ground reality. Under the leadership of Hon’ble Prime Minister Shri @narendramodi ji, Tamil has been celebrated as a national treasure—from the Kashi Tamil Sangamam to the global stage. While the Union Government actively encourages students across India to embrace Indian languages, your government continues to deprive Tamil students of diverse opportunities for the sake of a divisive vote bank narrative. The talk of resources is merely a façade. It is the DMK government that has stalled the establishment of PM SHRI schools in Tamil Nadu by refusing to sign the MoU after giving an undertaking for the same. Despite the directions of the Supreme Court of India to establish Navodaya Vidyalayas in Tamil Nadu, your government continues to obstruct their implementation, prioritising political narratives over educational equity. This deliberate resistance is not merely administrative defiance; it is a direct disservice to lakhs of underprivileged students who stand to benefit from quality, merit-based residential education. This has effectively withheld modern infrastructure and teachers from its own students. The Union Government remains fully committed to funding and teacher training but progress is being held back by your “dishonest” politics. Mischaracterising a progressive, inclusive reform as ‘linguistic imposition’ is aimed at creating unnecessary apprehension and confusion. The real concern, perhaps, is not the policy’s clarity, but the Hon’ble Chief Minister’s unwillingness to acknowledge it. In doing so, he disregards the constitutional spirit that safeguards India’s linguistic diversity. Stop using the “Hindi imposition” argument to hide administrative failures and join the national mission of empowering every Indian language.

What’s the benefit in studying Hindi or any 3rd language. It increases the burden on the students. Elite students study coding and other computer languages. And our CM #MKStalin has ensured that students in Tamilnadu also learn coding and other computer languages instead of a non-beneficial 3rd language. DMK govt is issuing laptops to students enabled with AI. Stop your regressive politics!
