The @ECISVEEP is plugging all loopholes in the electoral system that the TMC exploited in the past to retain power:
1. Purification of Electoral Rolls through Special Intensive Revision (SIR)
LOOPHOLE ADDRESSED: Bogus/duplicate entries, deceased/migrated voters and potential fake voters in the rolls, which enabled impersonation and duplicate voting in past elections.
A comprehensive SIR exercise (launched in late 2025) involved house-to-house verification, mapping against older rolls (for example, 2002), detection of logical discrepancies (for example, spelling mismatches, anomalous family linkages, age gaps) and adjudication. This led to deletions of ineligible names while adding verified ones (for example, ~5 lakh additions reported in some updates). Notices were issued for verification, with micro-observers providing an extra layer of scrutiny.
The ECI aims for pure electoral rolls by removing duplicates and ineligible entries systematically. ECI has defended it as data-driven and mandatory for integrity, despite political controversy.
2. Strict Perimeter Control: ‘Lakshman Rekha’ around Polling Booths
LOOPHOLE ADDRESSED: Unauthorised musclemen, outsiders or influencers entering polling stations or creating disturbances, a common issue in sensitive areas.
A 100 m radius “Lakshman Rekha” (no-go boundary) is drawn around every polling booth. Only valid voters (after identity verification at designated tables) are allowed inside. This is enforced rigorously with security personnel.
3. AI-Enabled Real-Time Surveillance and 100% Webcasting
LOOPHOLE ADDRESSED: Lack of monitoring that allowed booth capturing, jamming or irregularities without immediate detection.
👉 AI-based CCTV and surveillance systems flag anomalies (booth capturing, jamming, suspicious activity) inside/outside booths in real time.
👉 100% webcasting from all polling stations, monitored 24x7 via a three-tier Control Command Centre (state, district and RO levels) with capacity to track hundreds of booths simultaneously.
👉 Micro-observers (two per screen) monitor feeds from P-2 day onward.
👉 GPS tracking of CAPF personnel + body cameras on forces for full accountability.
If cameras are tampered with or irregularities are detected, immediate repolling can be ordered.
4. Aggressive Law Enforcement and Criminal Action
LOOPHOLE ADDRESSED: Weak deterrence—musclemen operated freely with minimal consequences; fake voting attempts often went unpunished beyond warnings.
👉 Mass arrests/preventive detentions of ~199 criminals, history-sheeters and musclemen (including in violence-prone areas like Malda, Murshidabad and 24 Parganas). Many surrendered voluntarily.
👉 First-time criminal prosecution (FIRs) for fake voting/impersonation attempts.
👉 Identification of over 200 violence traps/sensitive locations with repeated DM/SP visits.
5. Legal Powers for Immediate Poll Cancellation and Zero-Tolerance Directives
LOOPHOLE ADDRESSED: Inability to swiftly void compromised polling.
👉 Measure: Explicit readiness to invoke Section 58A of the Representation of the People Act, 1951, to declare voting void and order fresh polls/repoll in cases of booth capturing or bogus voting. Section 57 can also be used for adjournment in disruptions. ECI has warned all parties (including TMC) and officials of zero tolerance for rigging, booth jamming, voter influence, or non-partisanship by government staff.
6. Enhanced Neutral Security Deployment
👉 Massive Central Armed Police Forces (CAPF) deployment (~2,400 companies), reshuffling of top state officials (Chief Secretary, DGP, etc.) and strict neutrality briefings to prevent misuse of local police (for example, earlier security lapses for political figures).
These steps build on general ECI tools like the cVIGIL app for public complaints but are far more intensive and Bengal-specific due to the state’s uniquely dubious political history.
