Pope Leo, you just took a commandment Jesus gave to individuals about personal relationships and applied it to nation-states and international relations. That is an exegetical error with massive consequences. "Love your neighbor as yourself" (Matthew 22:39) is a command to individual believers about how they treat the people around them. Jesus spoke it to persons, not to parliaments. The Bible makes a sharp distinction between the duties of the individual and the duties of the governing authority… and you have just erased that line. Romans 13:4… "For he is God's minister, an avenger to execute wrath on him who practices evil." Paul says the civil authority bears the sword as God's servant to execute wrath. That is the God-given role of government. Love your neighbor is the role of the individual. The state's job is justice, order, and the punishment of evil… including, when necessary, by force. You are taking a personal ethic and forcing it onto an institution God designed for a completely different function. When a neighboring country invades, slaughters civilians, and enslaves populations… the governing authority's Biblical mandate is Romans 13:4. The sword. Wrath against evil. You are telling that government its job is to "love" the invading neighbor. That is not Christianity. Nehemiah 4:14… "Remember the Lord, great and awesome, and fight for your brethren, your sons, your daughters, your wives, and your houses." Nehemiah didn't "love" the nations trying to destroy Israel's rebuilding effort. He armed the workers, posted guards, and told them to fight for their families. And God blessed the effort. "To govern means to love one's own country as well as neighboring countries." Where is this in Scripture? Because the Bible's model of governance includes defending borders, executing justice on evildoers, and protecting citizens… sometimes against neighboring countries. Psalm 82:3-4… "Defend the poor and fatherless; do justice to the afflicted and needy. Deliver the poor and needy; free them from the hand of the wicked." Delivering the needy from the hand of the wicked sometimes requires the sword. Sometimes the "wicked" is the neighboring country. A government that "loves" an aggressor nation the same way it loves its own people has abandoned its primary obligation to protect the flock entrusted to it. Ezekiel 34:4… "The weak you have not strengthened… nor brought back what was driven away, nor sought what was lost." You are telling shepherds to love the wolves the same way they love the sheep. The Bible says a shepherd who won't fight the wolf is a hireling who "sees the wolf coming and leaves the sheep and flees" (John 10:12). Pope Leo, "love your neighbor" is a command for how a Christian treats the man next door. It was never a foreign policy doctrine. Jesus knew the difference. You should too.
