We continue working with the countries of the Middle East and the Gulf. The situation in this region has global significance, and this is reflected in global markets, in the cost of living in every country without exception, as well as in technological challenges that cannot be left without a proper response. War makes weapons more dangerous. Our goal is greater shared security.
As of today, we are already engaged in substantive cooperation with Saudi Arabia, the United Arab Emirates, and Qatar. We are continuing our work with Jordan. We are also in contact with Bahrain, Kuwait, and Iraq. Rustem Umerov reported today on planned engagements beyond the Middle East, specifically with Türkiye and several other countries with significant potential. The Secretary of the National Security and Defense Council of Ukraine continues political-level contacts with partners who are under attack by the Iranian regime. In Ukraine, we are grateful to everyone in the world who is working in this way – uniting efforts to protect people and critical infrastructure. Our military expertise is already delivering results. Our interceptors are already delivering results. We already have several long-term arrangements on cooperation and mutual strengthening, and we are preparing new decisions.
Iranian “shaheds” and missiles are essentially the same threat we face in Europe when defending against Russian “shaheds” and missiles. The blockade of normal navigation in the Strait of Hormuz is essentially the same kind of challenge we faced in Ukraine in 2022, when Russia attempted to block our ports and access to the sea – only on a far more dangerous scale. No nation should be left alone in the face of terrorist attacks. I thank everyone who is not wasting time, who is coordinating efforts and developing formats to reliably guarantee shared security! Only dedicated cooperation will make it possible to protect lives and restore stability.

Commander-in-Chief Oleksandr Syrskyi delivered a report. The situation on the frontline is currently quite tense – the Russian army is trying to step up its assault activity. However, this is only leading to higher losses on their side and is not disrupting our operations. Importantly, Russia has failed to achieve its objectives in the border areas of the Sumy and Kharkiv regions, as well as in the Donetsk region, and is once again pushing back its timelines. In the southern direction, our units continue carrying out their assigned tasks – I thank every unit, every soldier, sergeant, and officer for this. We also discussed tasks related to deep strikes with the Commander-in-Chief. Glory to Ukraine!

We are ready for a ceasefire where we currently stand. This is a strong compromise position, aimed at moving toward a diplomatic solution.
Right now, Russia is once again telling the American side new timelines for achieving its objectives on the front line. I am surprised how anyone can believe this. The Russians are saying they will capture Donbas within two months. And therefore, Ukraine supposedly has two months to withdraw, and then the war will end. But if Ukraine does not withdraw within two months, then Russia will seize Donbas – and after that, there will be other terms.
The logical question is: if their goal is only Donbas, why do they say they will go further and the terms will be different? So the issue is, after all, not only about Donbas. Their objectives are clear to us.
They will not be able to capture anything within two months, and they understand this perfectly well. They are applying pressure. Today, Russia is pressuring America because the U.S. midterm elections are approaching.

I spoke with President of Finland @AlexStubb. It is important that all of us in Europe coordinate in a substantive way. That is exactly what we are doing with Alex. I briefed him on the meetings and negotiations in the Middle East and the Gulf region that I had in recent days. There are already strategic agreements in place, and our contribution to security and stabilization can be significant.
Alex also shared his own updates. Security comes first, and right now, when the world is so destabilized, not a single day can be wasted – we need joint actions and joint results. We are preparing communication formats with other European leaders.
We also continue to focus consistently on efforts on the American track. Of course, we also discussed the drone incident that recently took place on Finnish territory. Alex and I see the situation in the same way. We are sharing all necessary information. Thank you!

When I travel outside of Ukraine, I get daily intelligence updates online. This morning, I was briefed that U.S. military facilities in the Middle East and the Gulf region were photographed by Russian satellites in the interests of Iran.
On March 24th, they imaged the U.S.–UK joint military facility on Diego Garcia located in the Chagos Archipelago in the Indian Ocean. They also captured pictures of Kuwait International Airport and parts of the infrastructure of the Greater Burgan oil field. On March 25th, they took pictures of the Prince Sultan Air Base in Saudi Arabia. The Shaybah oil and gas field in Saudi Arabia, İncirlik Air Base in Türkiye, and Al Udeid Air Base in Qatar were all imaged on March 26th.
There are no Ukrainian facilities on this list. But who is helping whom when sanctions are lifted from an aggressor that earns daily revenue and provides intelligence for strikes against American, Middle Eastern, UK, and U.S.–UK bases and so on?
When surveillance is carried out over facilities in Ukraine, we always understand that they must be protected, since plans are in motion to destroy them – energy and water infrastructure, military facilities, and so on. Everyone knows that repeated reconnaissance indicates preparations for strikes. How can sanctions be eased if this is what the Russians are doing?
There must be pressure on the aggressor. And lifting sanctions is certainly not pressure. It looks strange. Sanctions are being lifted, while the aggressor is providing intelligence to strike facilities, including those of the countries that are discussing or have already lifted sanctions.

SECRETARY RUBIO: What President Zelenskyy was told very clearly, and he should have understood it, was that security guarantees are not going to kick in until there’s an end to the war.
The role we have played is to try to figure out what both sides want and see if we can bridge the middle ground. If they don't want to make certain decisions and concessions, then the war keeps going.

We have reached an important Arrangement between the Ministry of Defense of Ukraine and the Ministry of Defense of the Kingdom of Saudi Arabia on defense cooperation. The document was signed ahead of our meeting with the Crown Prince of Saudi Arabia, Mohammed bin Salman Al Saud. It lays the foundation for future contracts, technological cooperation, and investment. It also strengthens Ukraine’s international role as a security donor.
We are ready to share our expertise and systems with Saudi Arabia and to work together to strengthen the protection of lives. Now into the fifth year, Ukrainians are resisting the same kind of terrorist attacks – ballistic missiles and drones – that the Iranian regime is currently carrying out in the Middle East and the Gulf region. Saudi Arabia also has capabilities that are of interest to Ukraine, and this cooperation can be mutually beneficial.
We also discussed the situation in the Middle East and the Gulf region as a whole, Russia’s assistance to the Iranian regime, developments in fuel markets, and potential energy cooperation.
