En Colombia se presentará un proyecto de Ley para regular servicios que utilizan criptomonedas, sin haber invitado a la industria y con un completo hermetismo sobre el contenido del mismo. La industria ha buscado la conversación sobre regulación adecuada desde 2019, y ha apoyado iniciativas legislativas lideradas por congresistas como @MauroToroO y @Julianlopezte, entre otros. Iniciativas que han encontrado oposición en el @BancoRepublica y los gobiernos de turno. Resulta paradójico que los mismos actores que se han opuesto al desarrollo de las iniciativas impulsadas por el congreso, han venido construyendo un proyecto de ley a puerta cerrada desde hace mas de un año, ignorando a una industria que lleva años pidiendo ser escuchada. Como lo aceptan en el artículo, el enfoque del @BancoRepublica ha sido de prohibición. Por conversaciones privadas, al parecer el texto del proyecto de ley es restrictivo y lo que en realidad quiere el Banco Central es adquirir facultades que hoy no tienen para "regular" (En realidad detener aún más) a la industria cripto en Colombia. La invitación (que debería ser obvia) es a una conversación abierta con la Industria que se busca regular, donde además se comunique a la opinión pública la intenciones y el texto de este proyecto de Ley. Que sea una conversación constructiva entre actores públicos y privados en búsqueda del desarrollo económico y social de Colombia. Only question is if we should still leave it to the CC for enforcement, or just have the ledger handle it. Leaning toward the latter.

@Cerkoryn @nimuepool @cardanocuria @EasternCardano @phil_uplc 100% agree! Let's remember it was done like this because the time required to make it a parameter would delay the constitution. It is also meant to be dynamic as a max % change of the treasury's balance in a specific number of epochs.

@yutazzz Hey @yutazzz I'll use this opportunity to revisit the benefits of the original form of the NCL as a dynamic NCL that maintains economic sustainability automatically and avoids this energy draining and distracting discussion every year.

I am voting YES for a 300M ADA NCL. 1) I agree with the logic of limiting spending to below 300M ADA, the previous year's inflow. 2) Additionally, a 350M ADA NCL was proposed on January 10, 2026, but the price has fallen by nearly 30% since the proposal was submitted, temporarily falling to the level of January 2021, before Shelley d=0. Under these circumstances, I believe it is necessary to more strictly reconsider Budget priorities and protect ADA holders from excessive inflation.

@bigpey This is a very real and sensible concern. What would you propose is done to fix it? How does good look like?

I watched ADA fall below two cents with glee last cycle. So why is this cycle different? It's because Cardano isn't just a blockchain of holders anymore. Now we have smart-contracts. The markets have shown us having a community of holders/believers isn't enough. For Cardano to succeed we need developers building products for businesses and retail. Fortunately we have this, there's not that many blockchain developers in the World. Let alone blockchain developers that can build on UTXO chains. But even just a few months at these prices levels you will start to see large %s of that eaten away. Of course people like me aren't going to go anywhere even being unpaid, but there's a lot of people that have a family, children, and can't keep taking risks like I always have. We are losing developers fast. We are losing people upgrading or productizing this blockchain. This leaves developers with two options, raise treasury money and get shit by everyone or leave. It's toxic, people say create revenue! Well if you did, it's down by 80% in three months. It's riskier to develop here than it is to just not build something.
