Inside Burundi’s strategy to regionalize anti-Rwanda mobilization ✍🏻Burundi is conducting joint training for members of the ruling CNDD-FDD youth league, Imbonerakure, and fighters linked to the Congolese militia coalition Wazalendo, as part of a broader program that combines anti-Rwanda political indoctrination with military preparation. The sessions take place in Kibira Forest, Bukinanyana commune of Bujumbura Province, which borders Rwanda. ✍🏻Dozens of fighters from the Congolese armed forces (FARDC) and the Kinshasa-backed FDLR genocidal militia will also benefit from the training. The latter was formed by armed forces and militias responsible for the 1994 genocide against the Tutsi in Rwanda. ✍🏻Burundi is also planning similar trainings inside the DRC, particularly in the Fizi territory of South Kivu. Burundi and the DRC are targeting a large pool of trained Imbonerakure and Wazalendo for deployment in South Kivu—not only to fight AFC/M23, but also to prepare attacks on Rwandan soil from there. ✍🏻The joint training of Imbonerakure and Wazalendo signals not only a new phase in Burundi-DRC military and political coordination against Rwanda, but also a deeper militarization of youth and refugee populations under a project tied to regime protection and the regionalization of the eastern DRC conflict. La neutralisation des FDLR passe avant tout. Le Rwanda fait face depuis longtemps aux intentions du régime de Tshisekedi et de ses alliés de renverser ses dirigeants. Kinshasa a toléré, et même collaboré avec les FDLR, une milice composée de criminels responsables du génocide contre les Tutsi de 1994. Ce n’est pas une question mineure que l’on peut ignorer. Les FDLR demeurent une préoccupation sécuritaire majeure pour le Rwanda et pour de nombreuses communautés de la région.
