He canceled it because it was a pathway to nukes. They were allowed to build up their missile arsenal and fortify their nuclear facilities. Read up on history and how North Korea got nukes. They kept "agreeing" to deals while surrounding Seoul with artillery and digging their facilities deep into a mountain. By the time the world got serious, it was way too late.
