When I received threats in 2023, Dr Besigye reached out to me, requesting to meet me. I wondered what we were going to talk about, but eventually arranged to meet him, on a Sunday. He drove from home to town, just to meet me! And what was the meeting about? Simply encouraging me: “Stay firm, don’t give up. When you give up you discourage others who want to speak up as well”. I could almost touch the determination and passion in his stern voice. That was all he wanted to meet me about - one hour of counsel and encouragement! Then he went back home, and we never spoke again. Dr Besigye’s commitment is amazing! And, with all he has gone through for a better Uganda, to hear someone call him a mole, is such a painful thing. #JusticeforBesigye

My young brother, Tugume Albert Cook Apuuli aged 33 years was shot dead by gunmen a few minutes past 8;00PM on Thursday 21st Nov 2024 at his mobile money and agent banking shop on Ntinda Kiwatule Road (Muvule, central road). Cook attempted to take off from the gun men but he could only run so far, the cowards shoot him three times, took off with his bag containing the money, mobile agent lines and bank agent machines. The gunmen jumped on a waiting boda boda and took off! A boda guy called Barnabas was shot while attempting to save my brother’s life, Barnabas we are told is at Mulago hospital receiving treatment, we are praying for his speedy recovery and we are forever indebted to him for his heroic act. A church Service for Albert Cook will be held today, Friday at 2;00PM at St Luke Church Ntinda. Until we meet again bro😭😭😭 RIP

But honestly, what do these guys take us for? Are we cows to them? This Parliament is a disgrace and an embarrassment to our nation. How can they shamelessly abuse their power and manipulate the system for their benefit and actually keep getting away with it? Are we supposed to sit quietly while they rob us blind? Apart from the intimidation and bribing of MPs to withdraw signatures from the censure motion, documents are still being forged as regards the “service award” to the former LOP and Commissioners. This was never part of the Parliament budget, it was never presented to Parliament. But of course they know they will bribe MPs to say it was passed by Parliament. Also the Administration of Parliament act, even with its problematic nature, doesn’t provide for the service awards of Commissioners.

This afternoon, I spoke to colleague Opposition MPs who are in a retreat to formulate the Alternative Budget Priorities for FY 2024/25. The LOP, Hon @JoelSsenyonyi asked me to speak about the Programme-based approach to budgeting, which has caused confusion within the government that Gen M7's ministers themselves have failed to grasp it. The regime copied it from somewhere but failed to copy its implementation formula. That's why they are gambling with all sorts of interventions like emyooga, PDM etc but without a clear formula of how to end youth unemployment, end poverty and take the economy into the Middle Income. While we are officially under the Programme-based approach, the regime's funding proposals are still sector-based which has caused confusion in the Parliamentary committees that are processing the National Budget. The problem stems from the failure to amend the Public Finance Management Act (PFMA). On paper, we are implementing a programme-based budget but in reality, it is a sector based budget; we have a beautiful paper tiger that will yield nothing. We're a country anchored on a multiplicity of roads but all leading us to nowhere! Last week, the regime introduced Bills to rationalise government agencies, but when you look at the mother ministries where these agencies are being collapsed to, you cry for this country because the ministries themselves are malfunctioning. It's akin to taking dead bodies to a mortuary and expect them to resurrect.
