The investigation was triggered by a tip from the Riverside Election Integrity Team, a local activist group. They claimed a discrepancy of 45,896 votes between official results and their handwritten ballot counts. State officials put the actual discrepancy at 103 votes. The registrar explained the gap at a February Board of Supervisors meeting: the activist group counted handwritten intake logs — reference guides used by poll workers, prone to human error, never intended as final tallies. The machine count, certified to the state, differed by 103 votes. Bianco called that explanation “some excuse” and seized the ballots anyway. Bianco held a press conference on March 20. Called it a fact-finding mission. Multiple lawsuits have since been filed to block the recount and return the ballots, including one from the UCLA Voting Rights Project. The California AG has filed legal action to halt the probe. Courts have so far denied Bonta’s emergency requests on technical grounds.
