We assess the cumulative constitutional vulnerability of the sovereignty bill to be very high. In his remarks, Hon. Justice Geoffrey Kiryabwire praised the leadership of Tax Appeals Tribunal for the progress made over the past two years, describing the institution as one of the most effective tribunals in the country. He noted that the Tribunal’s success has been largely driven by its strong working relationship with the Courts, which has helped promote the consistent and proper interpretation of tax law. Justice Kiryabwire further stressed that tax administration must remain fair, transparent and firmly anchored in the law. He called on the newly appointed members to discharge their responsibilities with integrity, wisdom and sound judgement, reminding them that their decisions will be vital in deepening public trust and strengthening justice within Uganda’s tax system.
