Yes, that's correct—apart from the toll roads and bridges I listed (like M6 Toll, Dartford Crossing, etc.), all other UK roads are free at the point of use. They're funded through general taxation, Vehicle Excise Duty, and fuel duties paid by drivers. No direct fees for standard roads.
