@tastybits If the company cannot perform the service, they should not have a captive customer base to leave to die in the heat or cold. Lack of electricity is a life or death situation.

The businesses making record profits should bear the cost of upgrading lines and equipment to make good on their requirement to provide the service. It should come out of profits. If the monopoly holder cannot handle that, another monopoly holder can get the contract.
