The SEC issued, with related guidance from the CFTC, its interpretation on certain crypto assets.
In the release, the SEC identifies Polkadot (DOT) as a digital commodity, not a security.
DOT is listed alongside 15 other digital commodities, including BTC, ETH, and others.

@LeemoXD I would actually change this advice. Web3 Foundation is no longer soliciting feedback about Polkadot or Kusama Treasury Proposals, following the recent change in our remit. medium.com/web3foundation…

As such, even if we vote AYE on a referendum – those requesting any sizeable amount of funds need to find (at minimum) another 0.23% support.
I would recommend that proponents always engage with the web3foundation in any case, as previously mentioned.

Proponents should liaise with the web3foundation in the discussion phase (which iirc w3f want to be 2 weeks) prior to submitting their proposal on chain. W3F are the ultimate voter in opengov and have the final say - the vote on ChaosDAO does not matter at all in the grand scheme of things. I would suggest that the proponent directly engages with the foundation via their email (its on one of their blogs) to answer and questions and fix up their proposal prior to submission in order to avoid any unnecessary delays or stress.

We often get asked to provide feedback on referendums that we have voted NAY on. Previously, we provided detailed feedback on referendums – however this typically never resulted in the proponents changing anything about the referendum.

I have been saying this for a while now. The key to stopping spam is simply to make it have an actual cost for spammers. One satoshi (or equivalent) per recipient to send, or better yet, slashable by the recipient, would make the majority of spam go away.
