11 Chinese Nationals Arrested in Sihanoukville for Luring, Kidnapping, and Extorting Vietnamese Women A group of 11 Chinese nationals was arrested in Sihanoukville on April 1 after police say they lured Vietnamese women into meetups, kidnapped them, and demanded ransom. According to police, the group had done this multiple times before getting caught. The case broke open after a 23-year-old Vietnamese man filed a complaint on March 30. His girlfriend, a 21-year-old Vietnamese woman, had been grabbed from the Wat Phnom area of Phnom Penh on March 25 by an unidentified person, then held and extorted. Police tracked the suspects to Sihanoukville and carried out the raid at 9:20 PM on April 1, rescuing three victims total.
