I may not be a former 2-star general, but as a retired military lawyer I can tell you Maj Gen Randy Manner (ret.) here is completely full of shit.
This "rhetoric and actions" by @SecWar calling for @DeptofWar to "untie the hands of our war fighters" are absolutely NOT "words of a potential war criminal."
We have an entire generation of general officer/flag officer types ("GOFOs" in military parlance) who have forgotten what it means to fight AND WIN our nation's wars...if they ever knew to begin with. Randy Manner is clearly one of those (now former) GOFOs.
See, Manner's comments are in response to remarks by SECWAR that have been the focus of news coverage by predominantly progressive media outlets as well. The clip starts with this quote from SECWAR:
"We also don't fight with stupid rules of engagement." Instead, he continues, "We untie the hands of our war fighters: to intimidate, demoralize, hunt, and kill the enemies of our country."
Randy Manner's reaction is to claim those "are the words of a potential war criminal." But what SECWAR is signalling is revitalization of the warfighting spirit...because last I checked, intimidating, demoralizing, hunting, and killing the enemies of our country is how wars are fought AND WON.
Not that Randy Manner would know anything about that. He's part of a generation of senior leaders & GOFOs that have succumbed to group think & delusions of humanitarian restraint as a strategic imperative.
This sad state of affairs culminated with @SecDefAustin implementing a civilian harm mitigation & response action plan that was welcomed by the likes of @hrw @amnesty @CivCenter @airwars @InterActionOrg @HI_UnitedStates & others. When CHMR-AP was published, these NGOs announced their expectation for "the DoD to use this opportunity to overhaul U.S. protection of civilian policies and address the longstanding, systemic concerns raised by civil society groups over the last two decades" (pic 1).
As I've previously written regarding this CHMR-AP initiative & its popular reception outside the military, Austin gradually developed a reputation among the ranks "as a Secretary of Defense who is seeking to 'convert the DoD into an NGO'" (pic 2).
This is the climate to which our troops - and particularly our senior leaders - have grown accustomed during the last 20 years or so of focusing on counterinsurgency ops. So it is no wonder that Randy Manner hears rhetoric of a SECWAR focused on warfighting & perceives them as words of a potential war criminal.
Randy Manner doesn't know the first thing about how to actually fight in armed conflict with intent to overwhelm the adversary through disciplined violence of action.
Sure, warrior spirit still exists in our military doctrine. As the DoD Law of War Manual observes, for example, the object of war is "to ensure the submission of the enemy as quickly and efficiently as possible" (pic 3). This understanding of the true purpose of war still exists in the military...even if an entire generation of GOFOs has lost its way through the years.
And I emphasized SECWAR's "stupid rules of engagement" comment above because this observation has made the rounds in predominantly progressive press coverage to create the appearance of a SECWAR who is completely reckless & out of control & who loathes the notion of limits in war. Also sounds like a potential war criminal, no?
That's the picture they intend to paint. But SECWAR didn't say NO rules of engagement.
He denounced STUPID rules of engagement - those that unnecessarily constrain violence of action.
As the Manual also notes, ROE "reflect legal, policy, and operational considerations." That @PeteHegseth takes a different approach to policy considerations than recent predecessors is predictable...but that doesn't make him a war criminal.
As I said, Randy Manner is full of shit. And as the clip I'll include in 1st reply suggests, it seems his perception of Hegseth may well be a symptom of an acute case of #TDS.
