Our heart aches with profound sorrow and our soul burns with unbridled anger as we reflect on the heinous acts inflicted upon #OliviaChongloi and #FlorenceHangshing. The brutality of their fate - being raped mercilessly, their bodies cut into pieces by Meitei terrorist groups like #MeiteiLeepun, @ArambaiTen96606, amidst the alleged complicity of the @manipur_police is an atrocity that shatters the very fabric of humanity. The pain of imagining #OliviaChongloi and #FlorenceHangshing suffering, the fear they must have endured, and the ultimate cruelty of their demise is almost unbearable. The fact that they begged for help from the @manipur_police, only to be handed over to the perpetrators from the #MeiteiCommunity to be raped and burned alive, is a betrayal of trust and a failure of duty that is utterly condemnable. This incident screams injustice, of a grave violation of human rights, and of an unpardonable breach of the duty to protect citizens. The anger is palpable anger at the perpetrators who committed these unspeakable acts against #OliviaChongloi and #FlorenceHangshing, anger at the institutions that failed to safeguard these innocent lives, and anger at a system that seemingly allows such brutality to occur with impunity. The Kuki-Zo community, to which #OliviaChongloi and #FlorenceHangshing belonged, must be reeling in pain and outrage, demanding justice for these daughters who were taken in such a horrific manner. Action must be taken. Strict, uncompromising action must be taken against all those involved - the Meitei terrorist groups, the @manipur_police who allegedly refused aid and handed them over to their tormentors, the @ArambaiTen96606, #MyammarMeiteiMilitants, #ManipurMeiteiMilitants, and any others complicit in this tragedy. There must be accountability for these crimes against #OliviaChongloi and #FlorenceHangshing. The perpetrators must face the full force of the law. There must be justice for #OliviaChongloi and #FlorenceHangshing. This incident cannot be swept under the rug. It cannot be ignored. It demands outrage, it demands condemnation, and it demands justice. The voices of #OliviaChongloi and #FlorenceHangshing, though silenced by brutality, must echo through the corridors of power, demanding accountability and change. Assam Rifles & Counter Insurgency in Manipur Brief Background. 𝐀𝐬𝐬𝐚𝐦 𝐑𝐢𝐟𝐥𝐞𝐬 (AR): Was formed as Cachar Levy in 1835 to protect British tea estates and their employees from local tribal raids. Over the years it evolved to Assam Frontier Police in 1883, the Assam Military Police in 1891, and finally, the Assam Rifles in 1917. A “New Battalion” raised at Dibrugarh in 1913 intended to be sent to Darrang in Assam was sent to Manipur in Mar 1915. This battalion later became 4 Assam Rifles and this was the beginning of the deployment of the force in Manipur. On July 1, 1947 the Crown Representative, the Governor of Assam, and Manipur State Darbar made an agreement to retain AR in Manipur after independence. 𝐂𝐨𝐮𝐧𝐭𝐞𝐫 𝐈𝐧𝐬𝐮𝐫𝐠𝐞𝐧𝐜𝐲: The AR have been at the forefront of counter-insurgency operations, their deep knowledge of the terrain and local population gives them a strategic advantage in these operations. In Manipur’s long history of counter insurgency operations, there had been many loss of lives and sufferings to innocent people. Let’s revisit some important operations that could have had long lasting consequences. 𝐎𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧 𝐁𝐥𝐮𝐞𝐛𝐢𝐫𝐝: On July 9, 1987 NSCN attacked AR Post at Oinam, in the northern hills of Manipur, 9 Jawans killed and looted a large number of arms (150 guns) and ammunition. In response AR launched Operation Bluebird to recover the stolen arms but activists say the soldiers ended up exacting revenge on the innocent people of Oinam and 35 surrounding villages for more than three months. More than 300 people claimed to be brutally tortured, 3 women claimed to be raped and 5 claimed of being molested. The villagers were also forced to make food for the soldiers for 65 days until they exhausted their granaries. At the end, no arms were recovered. After this attack, it could be coincidence but NSCN split into NSCN(IM) and NSCN(K) in Apr 1988 and in May 1988 KNF was formed to counter NSCN(IM) as one of its stated objectives; it is nevertheless questionable if this group was created by an external hand! Was the Kuki-Naga conflict of 1992-96 the result of the counter insurgency policy gone wrong? Is there any truth in this press release from NSCN-IM? thehindu.com/news/national/… Likewise, many other *K* armed groups such as KNA, KRA, KLA, KLO, UKLF, … also sprung up since 1988. 👉 Another major counter insurgency operation was the 2003-04 Sajik Tampak operation to flush out insurgency groups such as PLA, PREPAK, UNLF, etc from the “liberated” area of Sajik Tampak around the southern hilly border of Manipur with Burma. e-pao.net/GP.asp?src=4.1… This was a serious operation as anybody can see by looking at available online resources. It was during this period when a village girl was picked up by AR, allegedly raped and brutally murdered! thehindu.com/news/national/… 👉Since their formations, the various Kuki militant groups used to have internecine fighting among themselves due to their own conflict of interests. However, the AR was able to ‘skilfully negotiate’ with all these Kuki armed groups in such a short time frame and brought them under two umbrella groups, KNO and UPF, 11 armed groups under KNO and 8 armed groups under UPF, and signed SoO agreement with these two groups. What comes to mind is, when they are able to negotiate with so many armed groups in such a short time, why they are unable to do so with the few Meitei groups? ‘What Operation is being suspended here?’, people ask. These armed groups never fought against the state or the security forces! Unfortunately such shady policies create further trust deficit between the people and the AR.
