You can actually go 35-3. Just make this district for Austin and San Antonio.
You can also just have 1 Houston district actually. Trump wins every district by >11 even in 2020 on a 35-3 map. District voted for Harris by 37%. It's precisely 764k population.

The cap right now is 18 full-time staff in the House, which is arguably not enough.

You’re correct. If you use current population statistics, there is about 1 staffer for every 50,000 people. With no change in the number of staff members, having 11,000 Congressmen would mean each one gets .6 staffers.
The most likely solution would be that Members of the same state delegations would share staff and offices.
