The dialogue brought together key stakeholders to explore priority areas and modalities for strengthening cooperation between the two countries.

The ASEAN-India Centre (AIC) at the Research and Information System for Developing Countries (RIS) hosted 24 ASEAN diplomats from 11 ASEAN member states today at India Habitat Centre, New Delhi, for a day-long programme focused on deepening regional engagement and cooperation.
The event began with welcome remarks by Dr. Pankaj Vashisht (@PV_Chat), Associate Professor and Coordinator, AIC at RIS, along with Dr. Amrita Banerjee (@amritaban), IFS, Deputy Secretary (@SSIFS_MEA) and Dr. Prabir De (@Prabir_India), setting the context for discussions.
First session of the day, delivered by Dr. Rajan Sudesh Ratna (@RajanRatna), Coordinator, DAKSHIN, RIS and Former Dy. Head, @SSWA_UNESCAP, on ASEAN-India Trade and Investment Relations, highlighted evolving economic linkages between the two regions. The session by Dr. Prabir De, Professor, RIS focussed on Securing Regional Value Chains (RVC) between ASEAN and India, highlighting the importance of resilience and integration of GVCs and RVCs. Sujeet Samaddar (@sujeetsamaddar), Visiting Fellow, RIS delivered the final session of the day on Sustainable Maritime Security and Cooperation, addressing emerging challenges and opportunities in the maritime domain. We are pleased to announce that Dr. Rajan Sudesh Ratna(@RajanRatna) has joined DAKSHIN - Global South Centre of Excellence at @RIS_NewDelhi, as Coordinator, effective 1 April 2026. In this capacity, he provides strategic leadership to the Centre, guiding its academic and programmatic agenda to foster meaningful multi-country collaboration across the Global South.
Dr. Ratna is a distinguished development policy specialist with over four decades of experience spanning multilateral diplomacy, government service, and academic leadership. He has an extensive and proven track record in negotiating international trade agreements, shaping national foreign trade policy, and strengthening institutional capacities in the domain of global economic governance. Prior to joining DAKSHIN, he served for 14 years with the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), including as Deputy Head of its South and South-West Asia Office in New Delhi.

Dr. Birthal brings over three decades of exceptional experience in agricultural economics, policy research, and institutional leadership. As the former Director of ICAR-National Institute of Agricultural Economics and Policy Research (@IcarNiap) and ICAR National Professor, his work has significantly shaped Indiaโs agricultural policy landscape.
His contributions span critical areas including:

๐ฑ Climate-resilient agriculture and sustainable resource management
๐ Agricultural diversification, livestock economics, and market reforms
๐ง Innovative policy approaches linking water, energy, and agriculture
Dr. Birthal has also played a key role in national policymaking, contributing to high-level government committees and working groups, including those of NITI Aayog (@NITIAayog) and the National Sample Survey Office.

Session 1: Role of 'Resilient Maritime Corridors' brought forward key insights:
Chaired by Dr Sanjeev Ranjan, Member-Adjudicatory Board for Major Ports and Former Secretary, Ministry of Ports, Shipping and Waterways (@shipmin_india ) (India), emphasised the need to shift port performance metrics beyond turnaround time toward supply chain-based indicators such as reliability, integration, and continuity.
Shri Ambrish Bansal, SVP, @lloydsregister, highlighted digital transformation as central to resilience, noting the development of tools like the Digital Maturity Index to assess and enhance the digital readiness of ports and maritime stakeholders.
Prof Dipankar Sinha, IIFT Institute Kolkata (@iift1963), pointed out operational challenges, including delays in terminal operating systems (TOS) and uneven adoption, stressing the need to break port processes into stages: ship arrival, berth allocation, and cargo handling and improve each using data and predictive tools.
Prof Prabir De(@Prabir_India ) at @cmec_ris, underlined that existing regional trade agreements lack safeguards to handle disruptions, which increase costs, delay deliveries, and weaken integration into global value chains.
Mr. Afaq Hussain(@afaq1612 ), Director, Bureau of Research on Industry and Economic Fundamentals (BRIEF), emphasised that initiatives like IMEC have emerged in response, aiming to provide alternative connectivity options.
The session concluded with valuable insights from industry leaders, underscoring the importance of digitalisation, policy coherence, and operational efficiency in building resilient maritime corridors. It highlighted the need for integrated, data-driven approaches to enhance reliability, reduce disruptions, and strengthen global trade connectivity.

With constant pressure from global disturbances such as rising unilateral tariffs and geopolitical disruptions, the world economy is at risk of slowing down. Though several developing countries have been coping with this global turmoil, certain anomalies are putting pressure on the small and developing countries to catch up in the short run. These anomalies include low convergence of the Global North and the Global South in services trade, unstable FDI convergence and slow decline of development aid.
For the rebound of the world economy, while ensuring credibility and inclusivity, a subsistence push should be given in trade and investment with the support of a certain country-grouping, as identified in this policy brief, within the WTO framework. The upcoming MC14 provides a valuable platform for Members to discuss such pressing issues.

It situates the renewed global interest in industrial policy within the broader context of geoeconomic competition, technological transformation, and supply chain restructuring, where major economies are increasingly deploying subsidies and strategic state interventions to strengthen domestic manufacturing capabilities.
It analyses emerging reform proposals under the Agreement on Subsidies and Countervailing Measures (ASCM) and highlights concerns that tighter subsidy disciplines, expanded definitions, and stronger enforcement mechanisms could disproportionately constrain the policy space available to developing countries that are still undergoing structural transformation.
The brief underscores the structural asymmetries in income levels, technological capabilities, and global value chain participation between advanced and developing economies, arguing that industrial policy remains a critical instrument for late industrialisers seeking to upgrade manufacturing capacity and move up the value chain.
It proposes a set of development-sensitive pathways for WTO reform, including calibrated flexibility in subsidy disciplines, strengthened transparency mechanisms, and objective criteria to distinguish between systemic dominance and developmental catch-up.
