𝗢𝘂𝘁𝗰𝗼𝗺𝗲 𝗥𝗲𝗽𝗼𝗿𝘁 | 𝗜𝗻𝗱𝗶𝗮–𝗕𝗿𝗮𝘇𝗶𝗹 𝗣𝗮𝗿𝘁𝗻𝗲𝗿𝘀𝗵𝗶𝗽 𝗶𝗻 𝘁𝗵𝗲 𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝗼𝘂𝘁𝗵 During the visit of the President of Brazil to India in February, @RIS_NewDelhi organised a policy dialogue on '𝙄𝙣𝙙𝙞𝙖–𝘽𝙧𝙖𝙯𝙞𝙡 𝙋𝙖𝙧𝙩𝙣𝙚𝙧𝙨𝙝𝙞𝙥 𝙞𝙣 𝙩𝙝𝙚 𝙂𝙡𝙤𝙗𝙖𝙡 𝙎𝙤𝙪𝙩𝙝.' The dialogue brought together key stakeholders to explore priority areas and modalities for strengthening cooperation between the two countries. As India assumes the BRICS Chairship in 2026 under the theme '𝘉𝘶𝘪𝘭𝘥𝘪𝘯𝘨 𝘧𝘰𝘳 𝘙𝘦𝘴𝘪𝘭𝘪𝘦𝘯𝘤𝘦, 𝘐𝘯𝘯𝘰𝘷𝘢𝘵𝘪𝘰𝘯, 𝘊𝘰𝘰𝘱𝘦𝘳𝘢𝘵𝘪𝘰𝘯 𝘢𝘯𝘥 𝘚𝘶𝘴𝘵𝘢𝘪𝘯𝘢𝘣𝘪𝘭𝘪𝘵𝘺,' the workshop aimed to support preparations for the upcoming BRICS Agriculture Working Group (AWG) negotiations, bringing together former negotiators and domain experts for focused discussions. Dr. P.S. Birthal, Distinguished Fellow, RIS, delivered the welcome remarks, highlighting the role of agriculture within BRICS. Prof. Sachin Kumar Sharma (@SKSharma_World), Director General, RIS, delivered the inaugural address, reflecting on negotiating dynamics and preparedness. In his special remarks, Shri Shambhu L. Hakki (@shambhuhakki), Joint Secretary, Multilateral Economic Relations & G20 & Sous-Sherpa, @MEAIndia, shared insights from his diplomatic engagement in international negotiations. Shri Ajeet Kumar Sahu (@sahuajeet), Joint Secretary, Department of Agriculture & Farmers Welfare, offered closing reflections, drawing on his role and experience in agricultural policy and negotiations. 𝗦𝗲𝘀𝘀𝗶𝗼𝗻 𝗜: 𝗟𝗲𝘀𝘀𝗼𝗻𝘀 𝗳𝗿𝗼𝗺 𝗡𝗲𝗴𝗼𝘁𝗶𝗮𝘁𝗼𝗿𝘀 was chaired by Dr. Rajan Sudesh Ratna (@RajanRatna), Coordinator, DAKSHIN (@DakshinNews), featuring presentations by Mr. Abhijit Das (@Abhijit_trade), International Trade Expert, with extensive involvement in WTO and FTA negotiations, and Dr. Atul Kaushik (@TheAtulKaushik), Visiting Fellow, DAKSHIN, drawing on prior experience as Legal Officer at India’s Permanent Mission to the WTO and as a negotiator on several issues for India. DAKSHIN - Global South Centre of Excellence at @RIS_NewDelhi, in collaboration with CEBRI- Centro Brasileiro de Relações Internacionais (@CEBRIonline), organized a webinar on “Strengthening Ties and Expanding Cooperation: The Brazil–India Partnership Ahead” today. The discussion highlighted the growing importance of the India–Brazil partnership, emphasizing cooperation in key sectors while noting present global challenges and the need to strengthen bilateral and Global South cooperation. It also underscored the role of both countries in strengthening multilateralism through engagement across multilateral and plurilateral platforms and trade arrangements, reflecting shared interests and agendas while championing the cause of developing countries. The conversation further underscored strong potential to expand India–Brazil trade through diversification across pharma, engineering, digital and processed agriculture, alongside deeper MERCOSUR integration towards an FTA, stronger sectoral partnerships, and enhanced South-South and triangular cooperation. At the same time, the partnership was highlighted as a long-term strategic alignment built on strong complementarities, with key areas of cooperation including critical minerals, energy, supply chains and digital technologies. Research and Information System for Developing Countries (@RIS_NewDelhi) and International Food Policy Research Institute (@IFPRI) signed an extension of their Memorandum of Understanding (MoU) today at RIS, New Delhi, reaffirming a strong and forward-looking institutional partnership. RIS & IFPRI initiated the first phase of their collaborative research in March 2021. In his opening remarks, Dr. Johan Swinnen (@Jo_Swinnen), Director General, IFPRI, highlighted the importance of renewing and strengthening the RIS-IFPRI partnership through this MoU. Mr. Teunis van Rheenen, Director of Business Development and External Relations, IFPRI, underlined the strategic direction of the partnership, emphasising RIS's role as a key institutional partner. Prof. Sachin Kumar Sharma (@SKSharma_World), Director General, RIS, elaborated on the growing synergy between between RIS & IFPRI across research, capacity building and policy dialogue. In his closing remarks, Dr. Shahidur Rashid, Director, South Asia, IFPRI, outlined the focus areas for the second phase of the MoU. The deliberations highlighted current and emerging global challenges in agriculture and food systems, including climate change, supply chain disruptions, and region-specific policy needs. Building on deep mutual trust and complementary strengths, RIS and IFPRI will work together to further strengthen their institutional partnership by scaling up collaborative research, expanding capacity-building programmes, and sustained policy engagement. Interactive Session on International Cooperation and the Global South Research and Information System for Developing Countries (@RIS_NewDelhi) and DAKSHIN (@DakshinNews) in partnership with OECD Development Centre (@OECDdev) organized an interactive session on 'International Cooperation and the Global South' brought together policymakers, researchers, and development practitioners to discuss evolving approaches to global development cooperation. Prof. Sachin Kumar Sharma (@SKSharma_World ), Director General, RIS emphasised the critical role of stronger global development partnerships in advancing progress on the SDGs and sustaining development momentum. Dr. Sabyasachi Saha (@sabya_saha), Associate Professor, RIS, moderated the session and emphasised stronger dialogue among policy institutions, governments, and international organisations to address emerging challenges in the Global South. Dr. Pankaj Vashisht (@PV_Chat), Associate Professor, RIS, introduced the DAKSHIN Global South Centre of Excellence as a platform for collaboration and knowledge exchange among developing countries. Dr Federico Bonaglia (@FBonaglia), Deputy Director, OECD Development Centre, Paris, highlighted the changing global development landscape driven by emerging economies and South–South linkages, and called for renewed international cooperation focused on knowledge exchange, institutional learning, and policy innovation. In his special remarks, Shri Debashis Chakraborty, Commissioner (Joint Secretary), Ministry of Finance, emphasized the importance of inclusive multilateral platforms, knowledge sharing, and collaborative policy approaches to address shared global challenges. Shri Anish Kumar, Advisor (DPA-III), Ministry of External Affairs, Government of India, delivered special remarks on the role of capacity building, digital public infrastructure, and triangular cooperation in strengthening development outcomes across countries of the Global South. The panel discussion featured Prof. S.K. Mohanty, Shri Virjesh Upadhayay (@virjeshupadhyay), Dr. BK Murthy, Dr. Sushil Kumar (@susheco), Dr. Renu Mann (@RenuuMann), Mr Karanraj Chaudri (@KaranrajChaudri), who shared perspectives on development challenges and opportunities in the Global South. The discussion highlighted evolving trade and growth dynamics, the importance of worker-centric and inclusive policies, and the transformative role of emerging technologies and digital public infrastructure. RIS Policy Brief | Public Stockholding for Food Security at the WTO: An Unfinished Agenda Research and Information System for Developing Countries (@RIS_NewDelhi), New Delhi, is pleased to announce the publication of its Policy Brief on ‘Public Stockholding for Food Security at the WTO: An Unfinished Agenda’. As discussions intensify in the lead-up to the 14th World Trade Organization (@wto) Ministerial Conference (MC14) at Yaoundé, Cameroon, the issue of Public Stockholding (PSH) for food security remains one of the most persistent and unresolved issues in WTO agriculture negotiations. This policy brief, co-authored by Prof. Sachin Kumar Sharma (@SKSharma_World), Dr. Suvayan Neogi (@SuvayanNeogi), Ms. Paavni Mathur and Ms. Palkin Ratna, examines the evolution of the debate, from the Food Security Box proposal to the Bali Peace Clause. The brief also assesses how current disciplines under the WTO Agreement on Agriculture (AoA), including the 1986-88 External Reference Price (ERP) and the ‘eligible production’ definition, constrain the policy space available to developing countries in implementing PSH programmes. Further, it analyses recent submissions on food security and PSH under discussion at the WTO, highlighting the differing negotiating approaches of Members ahead of the 14th Ministerial Conference (MC14).
