Once he accepts his own premise, he extrapolates all the things you can't do from there. In physical systems (such as our brains and AIs), causal organization CAN be intrinsic. A trained neural network's weights encode real, effective semantics grounded in the optimization of the network's gradients. They are not assigned or selected by the programmers. Even so, at the end of the day, any sufficiently good simulation of a calculator is also a calculator.
