It's funny, Houston is this supernova of growth, the rare place in the US that is absorbing millions of domestic and international migrants and making them richer, but if you say anything nice about it, e.g. maybe non-zoning is fine, people have a meltdown.

The order attaches conditions on federal funds to universities which is in the right of the federal government to do. If a university fails to follow this condition then that university will be unable to receive FEDERAL funds period. BTW as an example the federal government attached minimum drinking age conditions to federal funds for roads which forced the states to pass laws restricting alcohol consumption to those of age 21 or older. That is just one example.
