Due to gerrymandering this year that might knock it down to only 3/4 of 15. How in the hell is that "blocking" anything. They just didn't gerrymander to the extreme.

MD and IL are. But that was after the entire south did it first. Again- Dems have tried to ban it nationwide, Republicans wont do it...
