I think the gap between how fast and cheaply things get built in China vs in the West is worrying, but I can't help but wonder how much of China's apparent advantage can be explained by the much lower wages they undoubtedly pay construction workers and less strict building codes. I am sure that we should be doing a lot better in the West, though.

Time wasting is universal in sport. As was stated no one tries to waste time when they are behind — not even in yank sports.
