In this context, "gender-responsive" means the project is designed to ensure women can actually participate and benefit aka the funding is conditional on inclusive design and outcomes. Foreign aid and funding like this helps remove barriers for women in these countries so they can participate in society and earn livelihoods. If people can become self-sufficient in their own country, they are less likely to migrate elsewhere.
