In the 1990s, the NRA government compelled all bicycle owners in the Acholi subregion to pay for and acquire a number plate/registration number, embossed on the front rail of the bike. I recall accompanying my father to Gulu Central Police Station to have his bike registered. He paid 900 shillings in crisp 50-shilling notes for the exercise. The ridiculous rationale offered for this underworking was that bicycles were being used to support rebels, and this government needed to know who owned them. INSIDE BESIGYE, LUKWAGO, SSEMUJJU AND SALAAM MUSUMBA'S PLOT TO ASSASSINATE PRESIDENT MUSEVENI ● Throughout his political career, Erias Lukwago has been a vocal critic of the ruling government. He actively participated in activities aimed at ousting the Government of the Republic of Uganda alongside Col. (Rtd.) Dr. Kizza Besigye, Hon. Ssemujju Nganda, Hon. Salaam Musumba, and others. ● The case centres on Andrew Wilson, proprietor of a private security company. In 2021, Switzerland-based Ugandan Joel Wakaima allegedly approached him to procure weapons and military training for overthrowing Uganda’s government by force. Wilson alerted a senior UPDF officer in Somalia’s peacekeeping mission. Recruited by CMI as an undercover source, he secretly recorded meetings while maintaining contact with the conspirators ● Wakayima introduced Wilson to Salaam Musumba, who requested training for opposition supporters in covert communications and intelligence to spy on the Ugandan government. Musumba invited Wilson to a meeting in Brussels with Lukwago, Ssemujju Nganda, Lubega Mukaku, etc. Wilson agreed to act as their military adviser; Lukwago knew but did not report it. ● Besigye sought military assistance from Wilson, requesting training for selected allies in covert intelligence and paramilitary tactics, counterfeit Ugandan currency to destabilise the economy and finance operations, and ricin poison to target government officials. He provided a detailed list of military installations and security facilities. Besigye also requested Wilson to assassinate President Museveni using a drone strike, undertaking to supply the President’s movements and vulnerable locations. He further sought surface-to-air missiles, grenades, drones, firearms, and coordinates for a DRC airstrip for weapons airdrops, while proposing Zambian territory for training. Wilson provided $5,000 to facilitate trainees’ travel to Kisumu, Kenya. ● Lukwago, as president of the PFF, knew about the arrangements, participated in mobilising party members, and authorised the travel of participants, including Samuel Makokha, to Kisumu. Prosecutors say he also knew of subsequent meetings in Geneva and Nairobi involving Besigye, Hajj Obeid Lutale, and Wilson, but deliberately failed to disclose the information to authorities

You are therefore directed to ensure that all streets and roads within your areas of jurisdiction are officially named by 30th August 2026. In this important exercise, Local Governments should consider honouring distinguished personalities who have made significant contributions to Uganda, Africa, and humanity, including: • Traditional rulers and cultural leaders • Kings and eminent historical figures • NRA liberation and resistance heroes • UPDF heroes and distinguished national servants • Former Presidents and national leaders • Outstanding Ugandans in public service, education, science, business, sports, arts, culture, and community development. All Local Governments should submit the approved list of names and Council resolutions to the Office of the Permanent Secretary, Ministry of Local Government, and ensure that the respective street name signs are installed before 5th September 2026. Finally, let us continue keeping our Cities, Municipalities, Town Councils, and communities clean. Public officers entrusted with serving our people, including the CAO, the District Health Officer (DHO), the District Education Officer (DEO), and other local leaders, must carry out their duties with integrity, diligence, and accountability. Those who are neglecting their responsibilities should take this as a warning. Inspection and assessment visits will continue across the country, many of them unannounced. For example say I am in this district X and I think or suspect that a project name the place where the project is here was not done the right way! Tag the minister and the rest will happen. To some brothers of mine who are not bothered by what is going on in our local governments and cities, this is a “pit latrine” with out a pit that cost taxpayers UGX 73 million.
