No application deadline published. No projected operational date. The government is asking applicants to propose a timeline. They committed $705M without knowing when the system would turn on. The press release uses the word "expeditiously." Meanwhile, technical founders across the country do the math and move south. Hinton trained here. Bengio trained here. Sutskever trained here. Canada keeps producing the talent and exporting the companies. $705M into non-profit-managed shared compute vs. direct capitalization of the founders who would actually convert compute into globally competitive products. Which one retains talent? 16 months ago GPT-4 was the frontier model. That's how fast this moves. Does Ottawa even understand that?
