Loot and land hungry people from Chittagong are pouring into Arakan - the Commissioner of Chittagong 1943 A secret British Indian government correspondence dated 13 April 1943 documents colonial authorities’ efforts to restrict population movement from Chittagong Division into Arakan during the Second World War. Marked “SECRET” and numbered No. 6-DC(5)/43, the letter describes migrants from Chittagong as “loot and land hungry people” who were “pouring into Arakan” in numbers the Military Administrator deemed “overwhelming.” The Document’s Content Under Secretary M.A. Hussain addressed the letter to the Secretary to the Government of Burma (Defence Department): “the Government of Bengal recently reported that they had received information from the Commissioner of Chittagong Division that loot and land hungry people from Chittagong are pouring into Arakan. The Military Administrator in Arakan considers the movement unfortunate and untimely, and he has requested that this embarrassing movement of population should be restrained. He is doing all he can on his side to check the stream but it is reported to be overwhelming.” To facilitate stronger controls, the Central Government delegated powers under Rule 25 of the Defence of India Rules to the Government of Bengal through notification No. 6-DC(5)/43 dated 12 April 1943. An internal Home Department file note (No. 21/18/43-Poll(I)) records the purpose as stemming “the migration of loot and land hungry people from Chittagong to Arakan.” Wartime Context and Bidirectional Displacement The migration followed the severe communal violence that erupted in Arakan in 1942 amid the Japanese invasion of Burma and the British retreat. The resulting administrative vacuum intensified clashes between Rakhine Buddhists (many initially pro-Japanese) and Arakan Muslims (largely pro-British), producing mass displacement in both directions and a temporary ethnic division of the region. Displacement estimates, drawn from wartime reports and later studies, vary due to incomplete records: **Arakan Muslims** — 22,000–40,000 fled north to Bengal to escape violence in central and southern Arakan, with many dying en route from attacks, starvation, or disease. **Rakhine Buddhists (Arakanese)** — In northern townships (Maungdaw and Buthidaung), systematic expulsions destroyed villages and drove out the Buddhist population. Estimates suggest up to 40,000 were displaced, with over 8,000 Arakanese refugees reaching Chittagong and surrounding areas in Bengal, some through British-assisted evacuations, and thousands killed in attacks, starvation, or exposure. The abandonment of large areas of farmland created the conditions for the 1943 southward movement from Chittagong, as economic pressures in Bengal—including the approaching 1943 famine—drove people to cross into depopulated zones. Colonial Response British military authorities in the partially reoccupied Arakan region regarded the influx as a complication for security and administration during the ongoing Burma Campaign. The Military Administrator described the movement as “unfortunate and untimely” and “embarrassing,” urgently requesting its restraint. The document’s characterisation of the migrants as “loot and land hungry” reflects the official framing of the situation. The delegation of emergency powers under the Defence of India Rules allowed Bengal authorities to impose stricter restrictions on cross-border movement, supporting containment efforts already underway in Arakan. Lasting Historical Echoes The events of 1942–43 deepened ethnic and territorial divisions in Arakan that had roots in earlier colonial policies and were sharpened by wartime allegiances and land competition. The large-scale bidirectional displacements generated enduring disputes over property and belonging that continue to influence the region’s history. This archival record illustrates the administrative measures taken by British authorities to manage population flows on a strategic wartime frontier amid widespread disruption.

Preventive Awareness Activities on Nipah Virus Being Carried Out in a Timely Manner Across Arakan State AB News – January 31, 2026 Ma La Win The Arakan Public Health Department announced on January 31 that it is actively carrying out preventive awareness activities to help the public in Arakan State protect themselves against the Nipah virus. According to the announcement, awareness campaigns are being conducted in crowded public places such as markets, bus terminals, jetties, and road junctions. These activities are jointly implemented by departments under the Arakan People’s Revolutionary Government, including the Department of Law Enforcement and Public Security (DLEPS), the Public Health Department, the General Administration Department, the Fire Services Department, and the HDCO. Preventive measures include installing awareness signboards and distributing pamphlets to educate the public on how to prevent the spread of the Nipah virus, which is currently spreading in India. In addition, the Arakan Public Health Department urged the public to immediately contact the nearest health facility if they experience any symptoms suspected to be related to the Nipah virus, and to strictly follow the guidelines and instructions issued by the department.
